Just for the record, I'm on the PC and patched through 1.04.  This is the first time I've encountered this particular bug, and I've had no luck searching the forums, and believe me I know how to run a search. 

I know where Patter Gritch is supposed to be for the Blackstone Irregulars quest "Scraping the Barrel".  He's supposed to be in the Lothering Chantry next to the door to the Revered Mother's office.  He isn't there.  I've tried reloading in the Chantry, outside the Chantry and outside Lothering.  I've used the console to run the script zz_lot_debug which allows you to debug some problems in Lothering.  Nothing there to help with this sidequest.  I didn't pick this quest up in Lothering, btw, but in Redcliffe.  I haven't completed the quest in Redcliffe, so Lothering is still available to me.

If there's no fix, then would it be possible for me to find the other two guys, then somehow set that quest as completed?  I'm something of a completionist so I really hate to have unfinished quests in my journal even though there may be a side quest or two I choose not to do.  ("Summoning Sciences," for example)

I have a similar issue.  I have not yet left Lothering and went looking for Patter.  I do have the quest, and he is not in the chantry.  I have looked all over the internet for a solution.  I still have no answer.

Have you tried leaving Lothering, then returning?
That's what I just did in my current (oh, probably 20th) playthrough.

It's still possible (Lothering doesn't get sacked) until you complete one of the three main quests.
