I'm sure I being idiotic somehow, LOL, but how do I actually play the DLC 'Overlord' I just downloaded and installed? I can't find it anywhere.

You should get a message on your terminal in the game from the Illusive man giving you a quick briefing and unlocking the location where the mission take place.
If you don't, check that your account is actualy logged when you play the game when you instal new DLC, or the game can't identify that you can have access to the DLC.
After your are logged through the game and all DLC taken into account, you don't need to play online. (i did Overlord with the power pack off line not so long ago).

You mean logged on to the Cerberus network? I tried that earlier today (as I reinstalled on my new Windows 7 system); but it said the Cerberus network was either busy or could not be reached, and to try later. Since you have to type in your key each time you try (hint to BioWare: copy & paste?) I gave up after a while. But I'll try again for the occassion.
P.S. I didn't install the DLC in-game, but offline (downloaded the package after I bought it, and ran the install).
