It's a consumable item. It only shows up once in a given playthrough, and once you use it, it vanishes.
No infinite stat points / giving them to everyone in your party here, folks.
Regarding Mass Effect, I was kind of hoping there would be someone in the game referring to it as "Citadel Station" rather than "The Citadel", but was disappointed.
Anyone else gonna be rich at lvl 1, just by selling bonus Items?
