Eww... It looks like there are no dentists anywhere in the DA world.
Would it be possible to change the textures used for teeth?
Does everyone have bad teeth?

Considering, that Dragon Age plays in a time comparable to the Dark Ages in our history I would think that nobody has ever heared of something like a dentist in Ferelden or any other land.
With this in mind the teeth of the characters you see are pretty good teeth....
Dental hygine of this time was nonexistent and the only thing that keeped most people teeth more or less intact was the fact that there diet was mostly sugar free.
But discolorations where "the norm".
Even in our world dental hygine became only a real factor with the beginning of the industrial age... this was not that long ago.
But to answer your question.... yes it is possible to change this.

Only the rich folks really had such bad teeth back then, because they was the only ones who could afford sugar ;D You'd think it was the farmers who had lousy teeth, but no.

Even thee poor folk had strong discolorations and since of heavy use and most of what we see in Dragon Age is discoloration.... what is very realistic.

They'ed probably all have pox-covered skin and bad hair too. I'm willing to lose some historical accuracy for the sake of not having my stomach turned every time I notice the teeth, especially for the romanceable characters.
As a mage, the first cantrip I'd have worked on in such a world is one to clean teeth, just for my own sanity.
Also, not every culture throughout history has not looked after it's teeth. See here: http://www.bbc.co.uk/dna/h2g2/A2818686
