I've been reading through threads and websites and such, and I'm still unclear on the file structure and setup for editing feats.
I'm looking to put together a hak/mod pack based on a d20 SRD that is out there currently, and the easiest way to accomplish this is by changing feats and classes. But first I know I need to change the feats.
I see some of the stuff I need to look through (feat.2da, nwscrip.nss) but I'm a bit confused where to start and if I'm looking at the right places.
Say for example, I wanted to change the Flurry of Blows, Im 'feat' to a different penalty and such, where would I start?
I'm even confused on what I should search for on the forums.
Could anyone please provide a few tips, point me at a thread, FAQ or such?

One thing you have to take into consideration is as far as im aware a good deal of the base class feats are hardcoded... your Flurry of Blows example is one of them. ie you cant change them per say (heck some hardcoded feats are coded to only work with some of the base OC classes from what I can see also).
But you could overwrite them with your own versions that get given to the player instead, although dont forget that somethings just arent possible to emulate within the scripting (although some savy coders have done some very neat stuff, like with the PRC pack). I mean in your Flurry of Blows example I dont think its possible to script extra attacks on a player, since the function wont work on players, although you can do so (setting up a max of 6 attacks in a round total?) for npcs.
There are kludges to get effects close to what you want, but its never perfect and always have compromises. You cant even setup +skill rank passive feats outside of a continuous passive feat, but even then you have issues such as stacking of buffs if i remeber correctly. You'll have to talk to a scripter... also you'll have to do some TLK editing.
