So, I bought the firepower and aegis pack from the bw online store thingy here, despite me having a 360 because dlc was said to be cross platform. Well, it isn't.
It doesn't appear on my cerberus network data, and I cannot download it, at all.
It pisses me off, because I did it since xbox live mexico doesn't take amex, so I thought it would work.
Anyone there know if I'm wrong and it IS cross platform, or does anyone know a solution that doesn't involve mspoints or a visa/mastercard?

All DLC should be crossrealm unless specified to a platform, when you buy the dlc it even shows what platforms it works for so must be a bug or restriction somewhere. Sry i can't be of mutch more help.

Only Promo (Dr. Pepper, Pre-Order etc.) DLC is cross platform. Everything else is NOT cross platform. Not even Cerberus network.
P.S.: Buy a MS Points card and activate it on your XBox LIVE! account?

problem is that microsoft points in retail here are very expensive. It's cheaper to use a credit card. BY FAR

No, the DLC page says that the DLC you purchased is able to be downloaded for both platforms. For whatever reason, not all of them are. I got everything but Kasumi and the Aegis cross platform. That's why I haven't switched over to PC yet.

Where does it say that DLCs are cross platform? If I go to the DLC page for ME2 (either on masseffect.com or on the social network) I'm prompted to choose either pc or Xbox 360. And if I then choose Xbox 360 I get redirected to the Xbox marketplace.
