Legion was originally intended to be an antagonist who stalks you through the first half of the game ( you would see and be attacked by a Geth sniper who would escape) and would become recruitable after Horizon or even at Horizon. This was when you could do the recruitments in any order. Hence all the hidden dialog and cutscenes for him

I think Legion's resolution in ME3 is finding out that he is an individual separate from the geth collective.



Instead of "we are Legion", he will say "I am Legion".

I like how he is now. It gives us a whole different perspective on the geth rather than thinking of them as the robots who followed Saren.

Legion is a work of art that provides precious insight into not only the Geth but also the shining intelligence of the BioWare crew. The level of understanding for social phenomena alone is above and beyond anything I've encountered before. Just throwing that out here.

I know that he is a network of many geth. But I still see Legion as an individual. He does specify that he was especially picked to communicate with those opposing the old gods. It seems, therefore, that he is unique, as he was best suited for the job. Also, of course, there is the irrational attachment Legion has for Shepard to consider, which also makes him individual. He may deem himself as plural, but I deem his as an individual!

I know you were joking, I just seized on that point to express my thought
