Well, Legion does contact the rest of the geth in order to access files about the Morning War. Not sure how often Legion does try to make contact, though. I would think it logical that he would make a connection right before they went through the Omega-4 Mass Relay, ensuring that the geth have all his memories/data up until the point where he might be destroyed.
The data buoys used by everyone is supposed to work under a tier system, though. Military, politicians, big corporate businesses are all supposed to have higher priority to use the buoys before a layman. Makes me wonder how a geth gains immediate access, but then again, no one hacks better than a geth.
Even if the geth did have another platform ready should the original Legion platform be destroyed, I'm curious to know how much of Legion's personality survives the transfer. For instance, for AIs like EDI, the Codex mentions there will be slight deviations in the AI because of the variations in quantum blueboxes. So EDI on the Normandy wouldn't react the same way as an EDI on another ship.
Personality is also formed by experiences. Imagine if Legion had been completely destroyed on Eden Prime. His last memory is of human aggression, never experiencing the acceptance that Shepard displays.
Since he needs permission for EDI to grant him access through the firewalls, I'd imagine that he doesn't contact the geth very often. I can think of twice when you have to give him permission: when downloading the schematics for the Widow, and for the instance you mentioned. I'd like to think that
my Shepard either gives a standing order for him to have access when he needs it, or at least allows him access before the Omega 4 relay for the reasons you said--I don't want him being entirely lost. But I have heard that if he dies during the Suicide mission, he gets a 'carrier lost' error when he tries to upload for backup. I hope to
god he was able to back up before the mission. I really do. It would be a terrible loss and not just because I like him, but for everything he represents and all of the data he's gathered on organics and interaction with them. It's absolutely invaluable.
As for the buoys, I'd imagine that Legion masks himself as some other entity--possibly whatever EDI masks herself as since he's using her to communicate through as he doesn't have direct access himself. If that's the case, it's likely military or corporate.
Do geth use quantum bluebox technology, or something analogous? I really should re-read all of the codex entries so I know this stuff off hand. I could see how it would change him, though, if there's something unique about the hardware in his platform that cannot be duplicated. If it's something easy to duplicate however, it's really hard to say for certain, but I'd imagine that his runtimes, should they be uploaded to the greater network, would lose something they had being in a single platform. To transfer to a new platform after that would create a new gestalt entity, and "Legion" would likely cease to exist. If they were kept separate, then there would be a greater chance for the gestalt consciousness Legion to be preserved. It's really hard to tell.
If he'd been lost on Eden Prime, not only the geth would have lost a valuable asset. I like to think that if something had happened to his platform, they'd have tried again after a set amount of time of hearing nothing from the mobile platform beyond the veil. He didn't have the armor at that time since he repaired himself with it later, so there's a chance he would still find it and keep it for similar reasons as he used it in the first place.
