All Cerberus' attempts to "build a super soldier" resulted in... super soldier. Namely, The Undead Commader Shepard, who can use the Widow and Claymore (which is explicitly stated to be impossible for an ordinary gen-enhanced human soldier). TIM didn't have to liquify kittens into the Lazarus Project, because it's those"unethical" studies run by Cerberus for the last two decades, that made it possible. So I guess, all those eugenics programs paid off in the end. In the long run they'll pay off even more, as TIM continues to capitalize on all those "failures".
