 I just recently purchased ME2 Deluxe edition, downloaded, installed the game, registered it, and connected to the C. Network; but the free DLC will not install saying that "Mass Effect 2 has not been installed. Please Install Mass Effect 2."
 This is not cool.

Issue has fixed itself, Recomend spending about 5 hours and 7 saves before trying to install

Generally you just need to run the program once - start it up and then exit again from the main menu. No need to actually start playing. If that doesn't work and you're running Vista/7, try giving ME2 administrative rights and running/exiting again.
