I have gone through the entire Wells of Lurue and the dreamscape sequence, but can't seem to find the food for the man-eating hill tribe. Anyone know how to help them?

There are three options as far as I can remember.
1. You can send Anya there (can't remember if there's a special thing you need to do in order for this to happen).
2. You can go to the Berserker lodge in Mulsantir and talk with the newbies there.
3. If you return to the Mulsantir Gates area, you should find some travellers in need of help...

Uh oh....Anya won't talk after we burst her bubble in the dream, I killed everyone in the lodge and since I devoured Okku, there are no travelers! Ouch!

The travelers come regardless of whether you devour Okku or not.

hmmm, wonder if I am looking in the wrong place- should they be the ones from when you first get to Mulsantir Gate in the beginning of the game or the ones who are near the map transition later on (those haven't showed up)

The ones near the map transition (who you have to help get a new wagon). For me they usually show up after returning from the Wells of Lurue as far as I can remember.
