This is quite likely, and Liara may function as the quest giver for now and continuing throught the remainder of the ME2 DLC.

Huh, good point. There is a chance that this DLC will be necessary in order to download further story-bridging content, of course. I'd quite like that, as it ensures that as many players as possible are able to experience Liara's full ME2 role.
The levelcap? Interesting! I wonder if it will be raised?

Indeed, and I actually expect that both Shepard and Liara will come into possession of the Shadow Broker's base, which becomes the "Intel Centre". Liara will then reside there, temporarily using the Shadow Broker's resources in whatever way will be beneficial to assist in the upcoming war against the Reapers, whilst also preparing for her squadmate role in ME3.

I think one achievement will be unlocking a new biotic power for Shepard. I feel Liara will have a new bonus power, and Shep will have access to it post-LotSB.

Not necessarily. With Shepard no longer associated with Cerberus, it will be necessary to ally yourself with a new organisation for the story bridging DLC. The Shadow Broker Intel Centre may function as this.

Yes. I've also been level 30 for a rather long time. I assume that something is going to open up in the progression, at some point. Possibly not yet, but character progression tends to be an RPG staple, Action RPG or not.

I doubt they'd ever force you to buy one DLC to play another.
Or, they could just provide it for those players that just purchase the other DLC packs even if they do not have LotSB. They get the base (and Liara in it) for free with the newer DLCs. Didn't this happen with the Hammerhead and the Overlord DLC?

I'm glad I held off my playthrough now. I'm particularly interested in what will be the benefits of this research... biotic upgrades, maybe? New talents? Cooldown reductions?
Sounds really, really cool. Keep us posted.
(Oh yeah, what's with all the whining about how it's 'overpriced'? How does anyone honestly know whether it's overpriced without actually knowing what it is? Geez...)

Yeah, I couldn't find any information about it, so I figured I would give it a shot. I moved xbox's and am in the process of buying the Platinum Hits ME1 so I was unable to import my ME1 sheps, but this was a reasonable solution...
