That doesn't necessarily mean chronologically, it only really means the plot of this DLC is a set-up for something in ME3. Given the sidequesty nature of the thing, it could reasonably take place either before or after the Suicide Mission and still make sense, since it doesn't directly relate to the Collectors. If the intel on the Shadow Broker comes via Cerberus through the private terminal, though, that will mean it has to be accessible before the Suicide Mission to make up for the fact that Shepard can completely cut ties with Cerberus at the end of the game.
It depends on what you do with the base and even then when you blow it Shepards tells him to either **** off or fall in line and I dought TIM will actually decide to **** with Shepard since the Commander took on the Collector single handedly I daught TIM has a death wish
Its kinda hard to fill the gap when the primary quest is in progress and if its right after Horizon it wont make any sence.
