It looks like it's after ME2, even though it's not a 100% confirmation, it kind of implies as much.

T.I.M., if Bioware has an REAL story sense, would be the Shadow Broker.
With all the damned evidence, it makes sense. His connections in the Alliance, his intimate knowledge of Turian systems, his vast range of knowledge, the ability to start rumors (that people seriously listen to), his sheer amount of funding.
It just makes sense.
