Let's see. These are the possibilities we have, regardless of how likely they are:
1. Liara's dad
2. The Illusive Man
3. Armistan Banes
4. Admiral Hackett
5. Miranda's dad
6. Conrad Verner
7. The Consort
Anything else I'm forgetting? I think that's everything that's been suggested for the past seven or so months. Also, #1, #3 and #4 are underlined for a reason.
For what reason?
1. is possible but, frankly, stupid. It is also not particularly likely. Liara is young -- barely over 100 -- and the SB has existed for much longer than that. That would mean that the Shadow Broker "fathered" Liara
while acting as the Shadow Broker. Someone who needs to be as secretive, paranoid, and cautious as the SB, and who has so many enemies, would simply never have time nor ability to be in public long enough to become romantically involved with someone, much less even consider fathering a child. Additionally, someone with the capacity for doing what the Shadow Broker does is probably far too obsessed with their work to even consider the idea. It just doesn't strike me as being a psychologically reasonable or realistic thing for someone who is the SB to do.
2-6 are simply not possible because humans have only been on the intergalactic scene for a very short time, and the Shadow Broker has been an influential figure in the galaxy for much longer than humans have been around.
Of all those humans, TIM makes the LEAST amount of sense. The SB always gives info to the highest bidder, and it would be completely out of character for TIM to give information to aliens that could give them any advantage against humans, not to mention that he worked directly against the SB to obtain Shepard's body.
7. also doesn't make much sense. The Consort is far too public and accessible to be able to conduct the sort of business that the SB does. Everyone always remarks about what an impossible amount of work it seems that the Shadow Broker does, and yet Sha'ira still has time to meet with her endless supply of paying customers? Not to mention the fact that she is not at all well-protected at her workplace. It just isn't plausible.
You also forgot to mention the Geth, which someone mentioned before. This is also silly because
1) They simply wouldn't have the motive to manipulate organic politics
2) It implies a very high degree of understanding of organic thinking, something that Legion states flatly that the Geth to not have.
I just don't think it is going to be anyone we've actually met, and it certainly will not be a human.
