Whenever I try to scan the keeper near Avina terminal II, the avina near it won't let me. The keeper is under the tower in the river.

Avina will bother you to leave it alone, but that doesn't prevent the actual scanning. Perhaps you have it scanned, but missed another one?

You mean the one where Avina says "Please do not disturb the keepers," correct?



Normally when you interact with it, Avina will spout her line. However, after you get the scanning quest you can scan it once - any further interaction will return to the "do not disturb" line. If that's all you're getting, that just means you already scanned it.

you scan it anyway, the first time you tried to scan you, you actually scanned it, what she says is meaningless, i promise

You already scanned it. You missed another one.

You can scan it. Avina will simply tell you not to disturb the keeper, but you can still scan it. Also note that the "Examine" icon will always be there regardless of whether or not you have scanned the keeper.
