My xbox 360 just fried itself, and I was considering buying Mass Effect 1/2 for my PC. BUT I want to know if allll that DLC I payed for will carry over with my account or no?

BDTS is free with a new copy of ME1 PC, but it is a separate thing. Pinnacle Station is also a separate thing and you'd have to re-buy it for PC.
Regarding ME2, you can see which DLCs are and are not available for PC right now here under Profile -> Your registered game promotions. Remember that you'll get a code for the PC version of the Cerberus DLC (e.g. Zaeed) if you buy new. However, stuff you paid for separately (e.g. Kasumi, Overlord) will not carry over and you'd have to buy it again.
