There's a grimoire you can find in the circle tower (I think). Gift item. Give it to Morrigan.

Don't think so. What happened to me (as I remember it) is that I gave her the book, which opened a dialogue. Not much later she would mention what she had learned from it, and then gives you a quest.

I think you have Morrigan have to be "warm" to you before you can talk to her so you get the quest aswell.
Give her the book, make sure shes Warm to you, then talk to her again and you should be able to start the quest. I think it was like that anyways. I gave her the book, but could not get the quest, so I guess she didnt like me enouth yet.
