Who's to say there was an original story for who Liara's father was? Maybe BW never intended us to find out. Maybe they never gave it a second thought. Maybe they did intend it to be the bartender in the first place. So many unknowns ... it's a bit of a stretch to exclaim BW put it in purely as fanservice.
And for something that, up until now, has been of no importance to the major plot, does fanservice really matter? I think it's nice when the devs give the fans a little nod - it shows they listen. Of course, it only works if they try to give those little nods to as many fans as possible, so people don't feel left out. When you start gettting major nods that cater for one vocal group, and no nod at all to another vocal group, well, that way leads to grumpy fans.

You missed the part in the LOTSB where there is video of her drinking and looking at an asari's picture. I thought it was Liara.

It does explain why a Matriarch like her would take a job as a bartender that close to Liara's (abandoned) office. LOTSB hints heavily at this theory. I'm guessing there'll be more minor DLCs revolving Liara. I'm pretty sure the Shadow Broker base ain't just for show.... Well at the moment it is.
