I think it's perfectly safe to say that we won't be seeing Ashley and Kaidan until ME3. BioWare stated as much from the very beginning anyway.

Well, I am certainly hoping that Ashley and Kaidan are this deep undercover operative. I sure wouldn't mind seeing them in a trailer or something.
Everything that was requested in this thread, seems to be in this DLC:
--*Admiral Hackett*--both voice AND body!
--Therefore, the Alliance was involved
--It seems to involve Batarians
--Involves the Reaper threat
--Ties into the main story
--Seems to be a stealth mission
And this makes me think:
--Having to rescue an undercover operative (who, as yet, we don't know who they are).

I think the undercover operative is Amanda Kenson!
One of the Achievements hints that.

Maybe the Alliance will send one of their operatives with Shepard? Otherwise why should Hackett be involved? Shepard isn't technically with the Alliance anymore.

Don't know, Kenson seems to be pretty clearly a Dr, with a University and spending a long time researching this Reaper stuff. Doesn't really look like an undercover agent to me.
On the other hand Ashley/Kaiden would probably be big news and mentioned in the summary if they were in it.
Maybe Hacket is the undercover operative.
On the other other hand, people have a point that it'd be hard to talk about Ashley and Kaiden in a press release because they have no short hand way of refering to them in an official press release. In LOTSB they could easily say "You reunite with Liara" and that's it. Here they'd have to say "You reunite with Ashley, unless you saved Kaiden instead, in which case you reunite with him, unless you didn't import a ME1 save, they you'll reunite with the opposite gender of the Shepard you selected at the beginning of the game....." and then it gets way to wordy for a summary.
So it could go either way. VS was on a secret mission last you hear of them. This would be the DLC to add them. But they may not.

Kaidan or Ashley HAVE to be in it! It would be soooo unfair if Liara fans get a DLC and we don't! Besides, its an Alliance mission. Who better to team up with than the Alliance Rep?

Well, look at the bright side.
VS will play a big role for ME3 hence why the devs refused to include them in the Suicide Mission that could have killed them.
Don't worry VS fans. ME3 will be your retribution from the insult of ME2.

The only reason why I couldn't see Ashley or Kaidan being a more permanent member of the team (Outside of the DLC mission), is that it would **** up Horizon so badly (Unless they brought back the dead one. "Kaidan?! YOU'RE DEAD. HOW ARE YOU HERE?") that it wouldn't work at all.
Unless, of course, the DLC is post-Horizon only. But that contrasts with the previous DLC.

They wont be Squaddies for ME2 since ME3 is looming. They may be Temp Squaddies though for the DLC and the DLC will most likely be post Suicide Run.
