I was wondering, due to lack of respec options, if there is a tool, that allows to reallocate the points in weapon proficiencies (aka master a different weapon), change the spells learned by a wizard and if possible change the alignment an NPC.

You don't use BG1. You use either BG Tutu or BGT. Shadowkeeper works with both.

No don't use Gatekeeper. Its old and buggy. Use Sword Coast Keeper instead.

Both of these mods allow you to play BG1 using the BG2 engine. You have to install both BG1 and BG2 as normal, and download either Tutu, Easytutu, or trilogy. I prefer Easytutu myself.
Tutu is only if you want a language other than english.
Trilogy is a bit unbalancing, as scribing a spell or picking a lock can give you enough XP to level up. On the plus side, you don't need to import your characters into BG2, the switch is seamless.

The XP issue has been fixed, 10 XP for a level 1 spell and so on...
