Basically, you produce either a .tga or .dds file, put it in an override directory (e.g. documents/addins/[your mod]/packages/core/. Then usually you'll point to that icon in a 2DA somewhere (e.g. [install]/tools/source/rules/cla_base.xls).

Most image editing programs will produce .tgs files, but .dds files have more compression and are the format of choice for the game. To produce them you'll want to get either Photoshop or GIMP (free), and google for a .dds plugin (nVidia has one for Photoshop).

So you must create a new 2DA for that icon or edit an existing 2DA ?

Nope, you don't need to create a 2DA. All I mean is, most of the time the icons used in game are specified in a 2DA. For example, ability icons are specified in ABI_Base, class icons in Cla_base, origin icons in backgrounds, etc. These 2DAs all contain a ton of other information. You're just saying "When you need an icon for this particular thing, grab the texture with this name."
