I think DLC were always released morning-to-midday in Bioware's Time Zone for the PC.

Yeah, and lord knows once it does get out there the actual download will likely take forever as BioWare's servers get hammered by DA and ME fans...

It will show up. Everytime you head into marketplace it loads up all content from Marketplace that is currently avaible for download.
