I doubt it. From the screenshots from the DLC it looks as if she is an additional temporary squad member in combat (so its you, Liara and two others). This suggests that she is not going to be a permanent squad member, but its certainly possible that she will be a permanent member. Looks like we'll have to wait another 13 days to find out.

Why whould they make a mission based around her and her stuggles then? Of course it could just be one in a series of missions where you follow up on loose ends from ME1 and there are no team add ons.
One thing tho iv heard in acouple posts and articals that you would be able to continue a relationship with liara. Dose that prove that she is a new team member or is that just fanboys getting alil to hard to fast

its in the official description that you can pursue a relationship with liara in this DLC.
however i also believe she wont be a squad member... which is a damn shame IMHO

she may be controllable in the DLC, but no, she will NOT become a permanent squad member

Just by that description my hypothesis is that her "friend" is dead and Shepherd has an opening to love her again. Oops, SPOILERS!! Lol!

I'd actually rather she didn't become a squad member. She's perfectly situated to be of another service to Shepard, one more important than fighting. She is an Information Broker after all, that's got to come in handy in ME3, all things considered. /trying not to type spoilers

no, she won't be. she is very important asari in Iluim as an information broker. she just can't quip that job and join Shepard. but Bioware noticed that you can still keep relationship with her if you made a romance in ME 1. but I am not sure whether you could still make a romance without ME 1 connection. I wish that I could do with her. I am curious because I never played ME 1 before.
