Didn't Garrus once say that he busted an Elcor serial killer or some-such in ME1? Maybe the Elcor have something up their sleeves. Maybe a flashback DLC similar to the Bard's Song DLC for Dragon Age?
LotSB really shows the difference between ME2 and DA DLCs for me. Unlike DA ones, ME2 addons are all usable in the main game. Even if the game doesn't directly react to them in other parts as much as I would like, it's the same characters, the same story, and it feels cohesive. Once DA stepped away from that and into the alternate campaign style (Bard's Song, Darkspawn Chronicles as compared to Shale or Warden's Keep), I started to lose interest. I understand why they did it, to make it equally accessible to those who'd beaten the expansion as well as those that hadn't, but still, there it is.
So, that being said, I'd much prefer to have ME2 DLCs all stay as they've currently been. Even if they're self contained stories, having them as flashbacks or stand alones just isn't as cohesive towards making it all one big experience.
Now, THAT being said... such an Elcor being released on good behavior (who knows, maybe one of them learned to lie about their vocal context finally) and wanting revenge would be awesome. Again though, here's hoping they've learned a lil subtletly. Otherwise I can't imagine a parole hearing going well for them. "False Sincerity: I am very very sorry for what I did and will not do so again."
Better still however, would be a tie in with Jack's recruitment, and having whether or not you took him play into it. Guilt or anger (depending) over actions taken on that mission resulting in the escape of said Elcor or similar person perhaps?
