I think someone said you have to complete Lothering first...
Assuming you have already, select "Premium Content" from your journal and there should be a quest involving a "chance of a lifetime".
The icon you click on the world map will be directly to the left of Lake Calenhad(I think a caravan icon).
Go there and get the quest by simply accepting it. Then a new Gold icon appears on the map to the south of the lake. Go there.
You should come to a crater with a meteor in it, grab it then continue. The village that shale is located in will be the place you load into. It's a small village with about 10-20 minutes of playing before you get Shale.
