Playing either BG1 (Tutu) or BG2, if I start with a shapeshifter druid class I find I am unable to shift into a werewolf.
The PC makes a move like they are starting to shift and then just stands there without any stat changes. The only noticeable difference is that the movement rate is really low.

Known issue or my misunderstanding of the way shifting works?

Is there a new item in your inventory? A paw perhaps? Can you equip it?
