After changing network settings via a program called TCP Optimizer, I found that ME2 could not connect to Cerberus Network (read: EA). Eventually I ran across a post on some site quoting some other guy from some other site that said this:

Start up a command prompt as an adminiistrator, and run:
netsh int tcp set global ecncapability=disabled
For
whatever reason that only EA know, profile.ea.com, and the in-game
Cerberus network connectivity (connecting to gosredirector.ea.com) don't
work if you have enabled ECN on your Vista / 7 PC.
This setting is disabled by default on Vista / 7 - so if it's enabled, you probably did it yourself, or know what you're doing.
If you want to check if it's enabled, run this from the command prompt:
netsh int tcp show global
It should say whether "ECN Capability' is enabled/disabled.

So, if you fiddle with your network config be sure you leave ECN support disabled.
