- Some sort of omni-tool, preferably wearable with lights and sounds - though an omni-tool shaped case would be cool
- Shepard's dog tags
- Some kind of lorebook with more info than in the codex - though I'd still love a printed/e-book codex!
- A Shepard soundset so we can have a "Shepard VI", and/or an EDI soundset
- The Harbinger alarm clock sounds pretty awesome

-Scale model of the Normandy (heck, include both SR1 and SR2). I've wanted one ever since I first played Mass Effect, and I think everyone would agree that if you sold them seperately from the game, you'd have trouble keeping up with demand
-A lithograph of male and female Shepard, with their crew and some of the main cast, signed by their respective voice actors from across the enitre ME series
-Developer commentary
-Personalised dogtags
-Soundtrack from the entire series, including tracks that weren't released (eg Overlord DLC)
-An art book of the entire series that's as large as one of those coffee table art/photography books
-An Alliance Navy ceremonial sword letter opener
-Extra in-game quests which serve as a way of earning special equipment, instead of being given to us when we input a code. Assassin's Creed 2 had extra quests for its Black and White Editions, but it fell flat IMO, since your in-game reward was money (which was already ridiculously abundant)
All of which packaged in a metal chest, designed as if it were an Alliance/Spectre footlocker. I guess you could call this your 'Insane' Edition, with a 'Hardcore/Veteran' Edition serving as the usual CE.
Oh, and name your price Chris. I want one already

Also figures of the crew is not so good, because you can never guess whom people will want to have and also figures so far look freakish.
So better to make a Normandy on the stand as if it flying upwards.
Oh and BW, if you will release different editions remember one thing: everyone hates unique editions for different countries/shops. This makes real fans angry and in general this idea is very stupid. Because no one can buy all game versions from all possible places in order to have all items.
One more thing: dont make cards or coins
ME2 soundtrack - no club songs that everyone wanted
Mafie 2 soundtrack - no radio soundtrack
As a last thing that I think is important for making decision: make this uber special edition independent from Mass Effect 3. If you make an edition that is about Mass Effect franchise rather than just MassEffect3 then it will have more value for fans.

I used to spend vast amounts of money on Nightmare Before Christmas stuff. The prices varied, but it ranged from $30-150. (I was a NBXmas addict.)
Looking over them again, here's some ideas you might want to pursue.
Glass mugs, I believe porcelain and/or hand-painted
Snow globes (these were especially pricey, usually $100. You could have them play the "Reflections" song from the ME2 OST.
Porcelain glass mask
Pewter stuff-- I have a candlelabra, a door knocker...
I have resin bookends, but those could be made pewter if you're looking for something epic and more collector-costly (people can use it to hold their ME book collection)

Instead of a expensive to manufacture blutooth and tv remote omni tool just have a cool looking omni tool replica with the soundtracks for each game uploaded onto it.
A statue of Shepard and his team, like halo reach style.
And some kind of bonus dvd or audio content.

Mini models of all the main races in the game i.e
but with Drell too. Or maybe just a few models with large bobble heads.
A Shepard model holding a rifle fixated infront of a planet that glows red/blue and mixes inbetween like in the endings of me1 & 2
Oh and a couple of silly things I would want, a squeezy Hanar stress relief toy and a Garrus Plushie lol
Edit: I think the Normandy idea is brilliant, I would totally want that.
also I agree with the dogtag idea and the N7 helmet although I wouldnt be bothered if you couldnt wear it.

Maybe even collection stuff from previous releases? Like an ultimate soundtrack that has all the songs from ME and ME2 plus some of the longer completely arranged stuff or music that wasn't released with them previously.
I like Chris' Normandy idea, but want to expand on it. An uber housing unit for all three games of some sort would be cool. Like a bigger Normandy that lights up, and you could put all three game cases inside. Maybe even some sound clip buttons that play some witty convos or one liners between EDI and Joker. Or even a hazard breather version of the N7 helmet (copying halo 3 yeah, but it would be cool to see that next to my Spartan helmet.).
A galaxy map poster would be neat. A big one with all of the systems/clusters labeled on it.
Ya know what would be really neat? A prequel disc or DLC or maybe another iPod touch game. Something where you can play Shepard's different psychological profiles. You can import your Shepard for their look, but aren't limited to what you picked. You can pick any of the three. Get caught in the terrible thresher maw attack on Akuze and be the Sole Survivor. Stop batarian slavers on Elysium and become a War Hero. Do whatever it takes to eliminate the batarians on Torfan, mercy is not an option for the Ruthless.
Play the story and get a bonus of some sort in the main game as maybe an item or armor or something. All three stories give the same bonus, so playing all three won't get you anything special other than seeing how it went for that type of Shepard (and any achievements or trophies that might be attached).
To be honest there is lots of ways this idea could be implemented. DLC, iPod game, web based game that links to an account.

A kinect/PSmove omni-tool that you could use to dispense medigel and use tech powers while playing the game would be awesome, but it would hav no use outside of playing the game and would mean you have to make the game for those controls, so its use would only be superficial.
The datapad appears in the series a lot and it would be a great item to bring out of the Mass Effect universe and into the real world. I'm sure any ebook manufacturer would jump at the chance to develop a special edition model, and it would be practical beyond the game. Cased in clear orange perspex with a touch sensitive screen, you could even put the hacking minigame on there as a way of opening it up.
So I'd go with the datapad/eBook with all the codex and novels as a really desirable item in an uber-collectors edition.
