Given that you can pause Dragon Age during combat to think about your next move, it would be silly if you couldn't take your time to make a decision during dialogue. And what if the phone rings while I'm in the middle of a conversation?
In ME2, even if you didn't select an interrupt you could still had dialouge choices available so if an interrupt became available and you were in another room or something you could still have 3 or 4 options to choose from in the dialogue wheel. You could play ME2 the entire game and not pick any interrupts at all. You can also pause ME2 during combat if you wish to issue orders to your party to use powers/switch weapons, although its not as intricate as DA2. (which makes sense as it's a different kind of game) I just felt interrupts were a lot of fun in the game and sometimes can make fights easier or can resolve conflict better. However, in response to the op's post perhaps if you didn't side with the mage or templar than you could remain neutral by default? I think the OP just thought that maybe having one or two quests in the game with a limited time to pick a side could add to the sense of urgency and add to the roleplaying value of the game. I understand why some people could dislike that though.
