If I make Sentinel with power armor (15%), raider (15%) and blood dragon armor, what is the net power damage bonus?

15%+15%+15% = 45%

or 1.15x1.15x1.15=1.52 or 52%?

in short, power damage bonus percentages are added together before being applied. With your example the power damage bonus would be 45%.
