Is there a way to nullify the effect challenge ratings have on a creature? In other words, I want to create an enemy in the toolset, and keep them that way in the game. For me, challenge ratings ruin the sense of "progress" you get in games like, say, Baldur's Gate.

I think you are talking about scaling like they do in Oblivion where a rat is a challenge at level 1 and level 30.
Challenge Ratings in NWN2 are guidelines to tell you how hard the creature is to kill. But the value doesn't change. A CR 1 goblin is always a CR 1 goblin. What does change is the XP you get. Creatures with a lower CR than your level give you less XP and vice versa.
