I have always noticed that the difference between the heavier armour and the fatigue level resulting from wearing it isn't much higher when wearing lower protective gear which often makes purchasing the more expensive gear better because you aren't sacrificing much more fatigue for greater protection.

For heavy armor, I like the Evon the Great armor. It's not part of a set, but it's very good. You won't be able to afford it until near the end of the game, though. In terms of Ancient Elven, it's great for anyone who needs fairly light armor. If I'm not using modded armor, I usually put it on a female instead of light armor because the ridiculousness of armor that doesn't cover the chest makes me nuts. I usually put Alistair in Dilgence until I get back to Ostagar, and put the warden in the warden commander armor as soon as I get it.

Evon the Great Armor is/can be part of the Wade Superior Heavy DragonScale Armor set. You get the set bonus when using it with Wade Superior DragonScale Boots and Gloves - my favorite rogue set.

There is no "best-armor" per say as it greatly depends on your class/build - like if you are an Arcane Warrior, you do not need the Juggernaut Set because you have Shimmering Shield, etc.

In my opinion Juggernaut and Effort are TERRIBLE. Armor of Diligence is much better despite it being a lower class armor.

Blood Dragon, Wade's Superior Boneplate, Legion of the Dead, and Cailen's Armor are the best sets in the game in my opinion. Armor of Diligence is also included in that mix as well.

Given that I almost never buy expensive armor (in game that is), for all armor types the "Wade's Superior" set is my top choice (excluding DLC items). I can then use my sovereigns for buying the best jewelry, runes etc. Also, as an aside, having all 3 "Wade's" sets certainly makes a certain companion quest much much easier.

If you bring DLC into the mix, for light (on my current rogue, pretty far along in game) I'm now using Battledress of the Provocateur + Red Jenny's Seekers + Cadash Stompers. On a warrior the massive Blood Dragon or Warden Commander (which can potentially be upgraded to top tier) are very good. Some might even say Blood Dragon is too good (i.e. it unbalances the game), and I might be one of them.
