Were the insults really necessary? While it's true I haven't seen another Asari with eyebrows, it doesn't seem to be just for the romance thing or else why would Benezia have them? I think my supposition, that it's a rare Asari phenotype, is as good an explaination as any.
If the rest of you don't want to hear it, then why open the conversation?

Consequently you'll notice that many Asari have some maner of eyebrow like features which replicate the expressions of human eyebrows. Though Liara and Benezia are the only Asari we've met with such apparently eyebrow like features; but there are numerous other examples of eyebrow like features appearing on Asari.
For example...
Many Asari have patterns around their eyes which include eyebrow like markings...



Aria has some eyebrow like tattoos over her eyes.

And Samara has jewelry which mimics the expressiveness of eyebrows

Thats not so hard actually.. eyebrows are there to protect your eyes from, say, sweat running down your forehead, and stuff like that. Plus, as mentioned before, for communicational purposes.
