Maybe all Asari have eyebrows it is just a social norm (they could be considered ugly) to shave them or have the pores sealed which Samara could have done during her maiden days. Liara didn't shave her eyebrows because she wasn't well adjusted socially and Benezia was frankly too old to give a crap about what other Asari thought.

Since Asari have no hair (as far as I know), any eyebrows would either be tattooed or drawn on (or maybe they are born like that).



As to why, well...



The eyes are one of the defining features of the face. The markings and such around the eyes may be there simply to accentuate them or to provide social queues. The ridge above the eye might just be a convenient facial reference for the standard Asari markings.

I was trying to remember which asari said it, basically when they reach a level of maturity part of that is getting their tattoo removed, it just seems to be based on their own individuality.

Why are her eyes clearly blue in ME1, a very pale grey in ME2, and back to blue in LoTSB?

This. I assume BW thought it would be weird if she didn't. Also, maybe it was to make her facial expressions more noticeable.

Blue Grey. I thought it was to make her purebloodedness more noticeable. I mean Samara and Morinth both have that and they're both purebloods.

No, the difference is real: there is zero blue in "Ilium Office Liara's" eyes, whereas it's instantly noticeable in ME1 and the LoTSB pics.  Not sure if eye color has anything to do with being pureblood, though. 

Anyway, for myself, I'm not particularly bothered by it. Stuff like this happens all the time in visual media. But if her lipstick changing colors is a problem for you, then.....

That'd be Blue Rose Of Ilium.  And that was nothing to do with facial markings, which she has (including eyebrow-analogues): she says she got her back tattoo removed when she hit the matron stage.

Asari definitely haven't hairs, so their eyebrows are painted/tattooed.

...just a "matter of taste".
