Fortification doesn't receive cooldown bonuses and since all 3 work the same (shep only has shield/barrier which is strengthend) - it's always better to use GSB or Barrier (after you researched the cd upgrade).

The GPR isn't accurate. You're not confusing it with the CAR are you?

I'm talking about the Geth Pulse Rifle and yes it has better accuracy compared to Avenger, I never used CAR, haven't got the CE version  (was delayed and I didn't want to wait 2 more days to start playing ME2)

I checked stats and wiki agrees, I must say that I never used GPR without the AR accuracy upgrade and that really improves it a lot.
