would be possible to make a module with a level cap of 100 that stays there? no possiblity of going higher?

Yes.You need to edit the rules/exptable 2DA. Look up 2DAs on the wiki if you are unfamiliar with how to work with them.

The base 2DAs are Excel files. Only the compiled versions, GDAs, require a specific app. You do all your editing in Excel and then compile them afterwards. It's covered in various tutorials.

What I meant is, there is a special 2da editor available for those of us that use OpenOffice, right?

Not that I am aware of. The use of a non-custom format precludes the necessity. The wiki suggests Open Office users use Google Docs to convert their file into a usable XLS.

I take one can also add more specialization points (in order to have 4) in a similar way, correct?

EDIT: one could also modify the cap for the resistances to said elements and for mental/physical resistance?
