I just created a new engineer from an old save though I didn't get Dominate as the option available from the start.  Is there a way I can add it to my save by using Gibbed's Save Editor or do I have to wait to pick up Morinth?

You can also load some old career, ideally just before Samara's LM, kill Samara and Dominate will unlock for all your characters.

 Have you already unlocked Dominate? If so I would think you could use some eezo and use I think advanced training to get it (I think that is the one). I am sure I misunderstood yourquestion I am sorry. If you have another chacter maybe fidnd a save were they are on Samara's mission or before it. I useally just pick Morinth go too ship then reload and should be there.
