Have you tried calling your local game stores to see if they have it in stock? There's also eBay and a few other places if you don't mind second hand.
Otherwise I'm not sure what to suggest. The game's been out nearly a year now so most collector's edition copies are probably sold.

I did some mucking around on Google, and I found this, but I don't know if they're a good supplier. Google Translate didn't do well with the stock status so I couldn't say it was even in stock.

There are six sellers offering a new copy, and one seller offering a used copy. It's Amazon Marketplace.
Don't get me wrong, but they are far too expensive and all only state the shipping to the USA. To Romania... most either won't ship or will milk your cash cow.
edit: And just maybe you will have more luck asking in the DA General forums. The BioWare Store currently sells no games, only merchandise. edit 2: the game nearly is one year old (more like ten months), it's highly unlikely to get a new copy at a reasonable price. In Germany, the PC tin was OOP one week after release or so.
edit 3: talking about reasonable... you could look in a place where 29.95 USD lithographies go for 250 USD - hooray for eBay (you'll end up on USA, because you absolutely don't want the UK CE)! (edit 4: as erik already suggested) But don't be annoyed that some sellers only ship to Western Europe and not also to Central.

@stardazzled: Ok, i think i understand, i will let it go, i have searched the internet to buy the CE, but i didn't find any new copy at a reasonable price. I hope that in the future bioware will put some sort of promotion of the collectors edition for people to buy it, i hope they will do this, after dragon age 2 will be released.

There was a huge promotion for the CE, it was announced on the forums, at the sellers... They would announce a possible DA2 CE on the boards as well.
