ideally, i would like something that would help justify Cerberus in some missions where you feel like your part of an organization who's stated goal is to protect humanity instead of feeling like an organization that is going to stab you in the back as soon as you past your usefulness thus making it more morally questionable of who is "good" and "evil".

Just completed the Shadow Broker DLC was as mentioned excellent, I was very suprised though at the end when you get to wander around and view the dossier on nearly all the important characters in the game, how detailed the dossier was, in terms of what some of the characters would search online etc...extremely detailed, and was very interesting to read!..

I'd think a pack to enhance romance potentials with your squadmates and take it further would do well for a lot of people. Particularly during February.

Although it's a choice-specific subplot, I wouldn't mind some face-time with the Rachni. Would be a tad unfair to the Shepards who liquidated her though...
As it is, I wouldn't mind seeing some more Kaishley content and more conversations on the Normandy with your companions.
Maybe a LotSB-sized DLC where you reconcile the Batarians with the Citadel, begin attempting to unite/pacify the Terminus Systems and really start gearing up for your fight with the Reapers.
Oh, and Blasto as a companion.

I wouldn't mind settling the debt with the terrorist group from Bring Down the Sky. Whether Balak lived or not, the group would still be out there and I doubt Shepard would let that go for too long.

If it's not a Virmire Survivor DLC, and it must involve Cerberus, why not a focus on a successful Cerberus operation that Shepard is asked/wanted for? Something that fits entirely with the Cerberus MO, but even the Paragons would get behind?
There are a lot of aspects of Cerberus that are underexplored and under-utilized. Cerberus's involvement via Miranda in stopping the Batarian attack on the Council (even the non-human one) is one of them. There are many, many outcomes of 'for human interests' that are not selfish or even harmful for others. This isn't something often reflected in Shepard's travels, where the focus of Cerberus involvement is strictly of the military/science branches.
Let's say, for example, there's another Terminus buildup for a bigger, nastier Skillian Blitz. Not just a single raid, but a gathering that could become a campaign of colony sackings into Citadel Space itself, with Turian, Salarian, and Asari colonies and more all being potential victims. A buildup so big, it won't be ignored. A campaign so horrible, the retaliation will spark the long-feared Terminus war.
Unless Cerberus can stop it before it gathers momentum. And you, Shepard, are the ideal tip of the spear (especially if War Hero or Ruthless).
Yes, humanity suffers from the raids, and from the war that would result.(Especially if an all-human/human-dominated Council.) But Human interests here are strongly aligned with the interests of everyone else in Citadel space. If Shepard gave the base to Cerberus, no reason to refuse. If Shepard did his/her best to tell Cerberus to ****-off, still much reason to cooperate.
Big battles. Firefights through Omega, no doubt. A daring planet raid into the bunker of the bastards organizing it all.
No real moral objection/incompetence/causation by Cerberus.

So just a pure military op where we get to kill mercs/pirates/slavers?
That might be fun actually.
Maybe they could even throw Balak/Charr in from BDTS for fun, with some extra lines if you did that DLC.

I'm hopeful that a DLC prominently featuring Ashley or Kaidan is next on the agenda, and will be announced very soon. LotSB was two months ago, and BioWare must be planning something big!

That's possible, considering they probably don't want to add it to the ME2 CD. However, that feels too far away. *wimpers*
