Actually makes some sense if you know about say, ancient Roman culture. The hierarchy of and interplay between slaves, freedmen and citizens (plebians), equestrians, patricians.
To contemporary humans - and myself personally, slavery is an abhorrent practice. Many things that were once normal and respectable are now taboo. The Batarians are - quite literally - alien, and holding them to our social standards is pretty intolerant itself. Their culture is valid to them, and while the galactic community may demand they make internal changes in order to gain diplomatic recognition, that change should come from within. Otherwise it's an imposition on a valid culture and a violation of their sovereignty. The Batarians have a right to bristle at such casual dismissals of their society.
Doesn't mean we can't hate them for it, but mocking their heritage by encasing it in quotes... meh.
Note: Now when Batarians enslave aliens, that's a totally different matter and other races have a legal right and obligation to defend their citizens. But in that event it's not a cultural issue, it's a political one.
