the problem now is that i see to have an old SQL install that isn't properly removed and when i use the dragon age toolset installer it doesn't install as much, just reconfigure stuff that's apparently already there. if i want to remove every trace of the database program to start anew, how do i do that? i have used remove programs from the control panel but that hasn't worked. (i still have a bunch of microsoft c++ 2005 programs left on that list though, don't know if i have to remove them as well).

There is a install cleanup utility released by microsoft that removes all of the settings left behind by the uninstall for programs installed from a msi installer (which sql server uses).
Download and run that, select sql server and remove the references and then, try again.
