If I remember correctly, it is mentioned in the codex that the best asari huntresses, alongside with their counterparts in the Salarian and Turian communitys, have always been chosen to serve as Spectres since before the Krogan Rebellions. And the codex also states that the latest Alliance estimates of Spectre numbers as of ME1 (2183?) was around a hundred. So if this indeed is a Spectre there is nothing to say for sure that it is Tela Vasir, however since she has been mentioned in Cerberus News I wouldn't be surprised if that was the case.
So to answer your question, no, I personally don't think it is, but we probably won't know until we get our grubby little hands on this and see for ourselves.

I really don't think that BioWare is gonna go there in the DLC only because it will mean more if we stay faithful for like a year and a half until the third game rather than seven months later. Besides that would kind of be a buzzkill. You go through the whole mission and then Liara tells you to screw off because you dilly dallied around with Tali.

Pre-suicide - you get an email from TIM saying "shadow broker been located and for once he isn't in your closet, go and tell Liara". You go to Liara's office and have that discussion that you see at 0.26 in the video and you tell Liara that "Cerebrus gave me data on where to find him, Interested ?" then you go off on a quest to beat the crap out of the shadow broker.
Post-suicide - you get an email from Liara telling you she is in "trouble" you go to illium and as you arrive there is an explosion in Liara's office but she isn't there and you have to find Liara before you can start on the beat crap out of shadow broker quest.
This is of course all wild speculation and naturally we won't know till this coming Tuesday.

Easy dude its not worth getting angry over. It wasnt anything personal the guy just thought it was a simple thing to figure out. Even though its wrong its a creative idea that I dont think anyone else thought of. Nobody expects you to know everything but dont feel offended when someone tells you something like a snob.
