1. Maybe the asari spectre owes the SB a favor. Spectres don't have to play by the rules
2. I am in the middle of a 3rd playthrough of ME1, and have seen that the Shadow Broker is not an illegal entity in Citadel space like Cerebrus is. Cerebus is an enemy of the Council. Maybe the council finds the SB useful, and has the asari spectre to protect the SB.
3. If Shepard let the council die, I question why an Asari Spectre would have any loyalty to the human council. Maybe this is another rogue spectre.
Adding a spectre antagonist would be a brilliant plot device.
I like that idea but why would the council send a Spectre to take out another Spectre that they support(happens if you let the council live and accept their support). A Spectre as important as Commander Shepard, being the only human in the group. Neither Udina or Anderson would let that fly. Or Captain Bailey.
Well, honestly, it could be all three reasons. If you saved the council and you are a spectre, than the Spectre is rogue. If you are not a spectre than the council sent a spectre after you.
As logical and simple as that sounds, I doubt BioWare would differentiate her that much considering Paragon Conrad Verner learned how to shove a gun in people's faces from Commander "Have Ten Bucks" Shepard.<_<
