No, he can't be a Reaper.  First of all, Saren double-crossed the Shadow Broker while serving Sovereign.  Second, in the comic series "Mass Effect: Redemption" the Collectors (and thus Harbinger) negotiated with the Shadow Broker over Shepard's body.  Neither would have happened if the SM was a Reaper.

Considering SB status, I wonder if the Specter was sent to protect him/her. Also if ME1 actual story was also clasified to other Specters. SB is not that scary after the things Shepard has faced.

She did have Overload in ME1.

SB isn't a reaper, since he was talking to Harbinger about money in the comic. I doubt SB would care about getting paid if he was a Reaper.

See no problem. They had the same starting data Liara did, far better resources, and even if it is after destroying the base TIM would want SB removed.

You're assuming that a Reaper Shadow Broker would have the same objectives and motivations as Sovereign.

Given the Shadow Brokers actions so far, there is no sensible reason for such an assumption.

Hell, the very fact that Harbinger bothered negotiating with the Shadow Broker at all implies that he's a lot more than just some gangster hidden away somewhere.
