That's not Harbinger.  Doesn't even sound all that close to his voice, other than it being really deep.  Given that it's called the "Lair Of The Shadow Broker" I'm gonna take a wild guess and say that's the Broker himself.  BTW, did anyone notice that that voice has a bit of the drell rasp going on with it?  Not that that means much, since it's obviously supposed to be altered in-game as well.

Notice the multiple panels. He might use a different panel/voice each time.
