Whatever gave you the idea that Casey Hudson said that?  For one, the author of the post is Chris Priestly. For two, it  says the writers were asked and gives no names.

I meant Chris. I have no idea why I wrote Casey. Brainfart on my part I guess. My point still stands though.

"Like many of our missions, you can do the Shadowbroker DLC before or
after the suicide mission. However, because we understood that most
players would be coming to this after the suicide mission, we weighted
the dialog much more heavily toward the assumption that the player had
already completed it."

We don't know what he means by "weighted toward." His statement does not necessarily contradict mine.

For example, one could argue that Tali's loyalty mission is "weighted" toward having Legion along (bonus dialogue), yet it makes less sense that the Quarians would allow a Geth aboard the fleet to attend a trial about ALLOWING GETH ABOARD THE FLEET. It makes the most sense to leave Legion on the ship, if you have him in your party.

So, we'll see very soon, won't we? I could be wrong, but I'm still going to assume that this new DLC makes the most sense when played after you do Liara's Illium missions and before the suicide mission.
