In the trivia section of Liara's page on the Mass Effect Wiki it says that....

"you should avoid completing assignments in Citadel before finding and making her a permanent companion."


Anybody know why???

If I had to guess, it would have to do with that one achievement you get if you take her with you on most of your missions. If you do the citadel missions before you get liara you can't get the achievement or it makes it much harder to get.

The warning is simply for the asari ally achievement which requires a certain percentage of quests in the game be completed with Liara in your party.  Obviously, if you do the Citadel quests before making Liara a permanent companion, you may not be able to complete the ally achievement. 

Though there is a humorous change to Liara's dialogue when you first meet her and on the Normandy if you delay her recruitment for last (at least after two plot worlds, I think).

There is also a little different dialog if you leave her until the very last mission, by doing Feros, Noveria and Virmire before you get her. It takes place in the Normandy briefing room.

Thats probably talking about the loyalty achievement, since you get liara so late you need to make sure not to do any unnecessary missions until you collect her.

Yeah, it's about Asari Ally. That's a tough one to get - I followed their advice, doing nothing but the 'Become a Spectre" quests before rescuing Liara, played the entire game as a completionist run, and got the achievement while taking cover from Saren in the Council Chambers.

What? I got it on the Citadel, right before the council chambers, even if I had done everything on the citadel prior to rescuing Liara

Guilty as charged, and of course that's it. Can't believe I didn't think about that
