I have gotten Jowan's Intentions quest from the Chanter's Board but the quest still does not activate. We were told with 1.0.4 patch that it would. I have completed the game several times and I am wanting this fixed. I believe others do as well.

Actually, there never was a mention about this being fixed with the patch. People wanted it yes, but from all the release notes, I never once saw this show up. Sadly the only way to get it is on the PC version (through Console, or the other fan made patch pack that was done compatible with 1.03 whose name I forget at the moment, sorry about that.)

Whoever told you this was getting fixed told you wrong. Been there since release, no mention of it ever getting fixed. I seriously doubt it will be too.
As poster above me mentioned, only way to trigger the event is through console commands or mods on a PC. No recourse for us Xbox peeps.

This quest and the reward for the shaperate quest need to be fixed, I usually kill Jowan anyways, but I'd like to do the quest at least once.

Agreed. I had my mage character spare him to see what would happen only to find out we never can do that quest. I was peeved to say the least.
