I gave up on the elves with the original character creator, they all came out horribly anorexic. Makes me wonder why zevran mentions elves are being picked for the crows because they look beautiful to humans, because frankly they're ugly as hell in vanilla DAO. I also strongly dislike the starched hair.
So for elves and better looking npc's I use a combination of several mods:

I've tried many other mods but these I keep coming back to.
Most of them you can install by simply dropping the files in your override directory (somewhere deep in your documents/bioware folder). You can make the mods play nice together by merging the chargenmorphcfg.xml files using CharGenMorph Compiler v103. It morphs all your different files into one single file.
I'd show a screenshot of my dalish elf but it's on my laptop which I don't have at home right now. My elf looks a lot like Heather Locklear though.
What I really wonder about is why so many people here are able to make lovely elves with the toolset yet vanilla dragon age came with those horrible presets and NPC's. What's up with that? Perhaps bioware should hire some of the talent on these forums instead.
